Increases the threshold for requiring competitive bidding on state public works projects from $500,000 to $1 million, effective July 1, 2013.

Requires subcontractors with contracts exceeding $500,000 to be prequalified in accordance with section 4a-100 at the time of bid submission for public building and public works projects.

Raises the threshold for bid security requirements in construction contracts from $500,000 to $1 million for design-bid-build procurements, effective October 1, 2013.

Increases the threshold for separate specification sections in construction contracts from $25,000 to $100,000 for classes of work such as masonry, electrical, mechanical, and HVAC work, effective October 1, 2013.

Establishes a new sealed bidding process for state construction projects estimated to cost less than $1 million, requiring solicitation from at least three prequalified contractors, effective October 1, 2013.
