Requires pesticide applicators on school grounds to hold supervisory or operational certification under Connecticut pesticide licensing regulations, effective July 1, 2013.

Permits emergency pesticide applications without certification when an immediate threat to human health exists and obtaining a certified applicator is impractical, provided the pesticide is not a restricted-use product.

Prohibits lawn care pesticides on grounds of preschools and schools with students in grade twelve or lower, except for emergency applications authorized by health directors, public health commissioners, environmental protection commissioners, or school superintendents.

Exempts regional agricultural science and technology education centers from pesticide applicator certification requirements.
