Requires state agencies to recognize, apply, and enforce all Probate Court orders, denials, and decrees applicable to contested case determinations by the state agency.

Allows state agencies aggrieved by Probate Court orders to appeal to Superior Court following the same procedures as other parties under section 45a-186.

Updates terminology in section 45a-186 from "court of probate" to "Probate Court" throughout the statute for consistency.

Adds appeals involving state agencies to the list of matters that must be heard by Superior Court rather than referred to a special assignment probate judge.

Effective date of October 1, 2013.
