Amends the Farmland Preservation Program to require consideration of a numerical acreage goal for prime and important farmland preservation as defined by the USDA when acquiring development rights.

Requires the Commissioner of Agriculture to establish a numerical goal for preserved farmland acreage in consultation with the Farmland Preservation Advisory Board, with annual progress reports due by October 1, 2014.

Mandates the Commissioner submit a strategic plan for purchasing agricultural development rights by December 1, 2013, including short-term and long-term strategies aligned with state conservation, open space, and smart growth principles.

Establishes a stewardship program requiring the Department of Agriculture to inspect each preserved agricultural property at least once every three years to ensure compliance with preservation deed covenants, with quarterly reports to the Advisory Board.

All provisions effective October 1, 2013.
