Includes electronic nicotine delivery systems (e-cigarettes) in the definition of "smoking" under state law effective October 1, 2013.

Extends smoking prohibitions to areas within 25 feet of doorways, operable windows, and air intake vents of buildings where smoking is banned, including health care institutions, restaurants, retail food stores, and state buildings.

Lowers the employer threshold for smoking prohibitions in business facilities from five or more employees to one or more employees, while allowing employers to designate smoking rooms that meet specific ventilation and location requirements.

Exempts home-based or owner-operated businesses where the owners are the sole employees from workplace smoking restrictions.

Supersedes all municipal smoking ordinances and establishes violations as infractions.
