Establishes a Palliative Care Advisory Council within the Department of Public Health, effective October 1, 2013

Council shall analyze the current state of palliative care in the state and advise the department on improving palliative care quality for persons with serious or chronic illnesses

Comprises 13 members appointed by the Governor (2), Commissioner of Public Health (7), Speaker of the House (1), President pro tempore of the Senate (1), Minority Leader of the House (1), and Minority Leader of the Senate (1), each with specified healthcare expertise or experience

Members serve three-year terms without compensation except for reimbursement of necessary expenses; appointments must be completed by December 31, 2013, with the first meeting held by the same date

Council shall submit annual reports beginning January 1, 2015, to the Commissioner of Public Health and the joint standing committee on public health regarding findings and recommendations
