Authorizes the Court Support Services Division of the Judicial Branch to access Department of Children and Families records to determine supervision and treatment needs of children and youth who are delinquent, under DCF supervision, or enrolled in voluntary services programs.

Expands juvenile court record disclosure rules to allow probate court judges and employees access to juvenile matter records in the performance of their duties.

Adds employees of the Division of Criminal Justice and Department of Correction to authorized recipients of alternative sentencing plans and community release plans developed by probation officers.

Creates new authority for Judicial Branch employees to access the Connecticut online law enforcement communications teleprocessing system to conduct criminal background checks on employment applicants and contract agency employees who will access criminal justice information systems.

All changes effective October 1, 2013.
