Establishes the Interagency Council for Ending the Achievement Gap, chaired by the Lieutenant Governor, consisting of nine state commissioners and agency heads who must meet at least quarterly.

Requires the Interagency Council to assist the Achievement Gap Task Force in developing a master plan to eliminate academic achievement gaps, implement the plan's provisions, and submit annual progress reports to the education committee.

Changes the master plan submission deadline from January 15, 2013 to October 1, 2013, and requires submission to the State Board of Education and each council member in addition to the legislature.

Requires the State Board of Education to adopt a resolution acknowledging receipt of the master plan within 30 days, and requires eight state officials to submit a signed letter acknowledging receipt.

Extends the deadline for progress reports from July 1, 2013 to July 1, 2014 and continues annual reporting requirements through January 1, 2020.
