Establishes "community schools" as public schools that coordinate with community partners to provide comprehensive educational, developmental, family, health, and wrap-around services to students, families, and community members (effective July 1, 2013).

Permits local and regional boards of education to designate existing schools or establish new schools as community schools, requiring completion of operations/instructional audits, community needs audits, and community resource assessments before opening.

Requires boards of education to develop community school plans addressing identified needs and integrating available community resources to improve student academic achievement and increase family and community involvement.

Mandates annual reports to the Department of Education evaluating community school effectiveness, including impacts on student achievement, graduation rates, attendance, suspensions, and family/community involvement.

Adds "community school" as an approved turnaround model option for schools selected to participate in the Commissioner's network of schools, alongside other existing models like CommPACT schools and social development models.
