Modifies pollution abatement orders to be effective when "is complied with or revoked" rather than only "has been fully complied with," allowing certificates showing compliance or revocation to be recorded on land records.

Simplifies residential underground heating oil storage tank remediation program by removing requirements for regulations on tank system standards, life expectancy, removal procedures, and waiver criteria.

Removes the word "minor" from general permit provisions for wetlands and water diversion activities, allowing permits to cover a broader range of activities that cause minimal environmental effects.

Eliminates requirements for the commissioner to maintain and annually update public lists of general permit holders for both wetlands/coastal and water diversion programs.

Repeals seven statutes effective October 1, 2013, including provisions related to renewable energy investment funds, motor vehicle greenhouse gas reduction fees, and beverage container closure requirements.
