Redefines "rise in sea level" to mean the arithmetic mean of per-decade rise in tidal and coastal waters as documented by NOAA's Bridgeport and New London tide gauges, replacing the previous broader definition.

Requires revisions to coastal infrastructure plans after October 1, 2012 to consider sea level change scenarios published by NOAA in Technical Report OAR CPO-1 instead of just the definition of rise in sea level.

Mandates that municipal conservation and development plans include consideration of sea level change scenarios published by NOAA in Technical Report OAR CPO-1 as a planning factor.

Requires the state civil preparedness plan and all municipal evacuation and hazard mitigation plans to consider NOAA's published sea level change scenarios.

Directs UConn's Marine Sciences Division to update the NOAA sea level change scenarios at least once every ten years, with at least 90 days' public notice and a public hearing prior to each update.
