Directs the Department of Energy and Environmental Protection to acquire land, easements, and rights-of-way to establish and protect the Connecticut portion of the New England National Scenic Trail from Long Island Sound to the Massachusetts state line.

Designates the trail as primarily a footpath following the Trail Management Blueprint framework while permitting other compatible uses that do not substantially interfere with pedestrian access.

Grants immunity from liability to landowners who allow trail rights-of-way across their property except in cases of willful or wanton misconduct.

Authorizes the department to use available state funds and federal Land and Water Conservation Fund dollars to implement the trail project.

Requires the Department of Economic and Community Development to establish a Connecticut antiques trail marketing sites with major antique dealers, concentrated antique communities, and auction houses with annual sales exceeding one million dollars, effective October 1, 2013.
