Defines "running bamboo" as any bamboo in the genus Phyllostachys and prohibits property owners from allowing it to grow beyond property boundaries, with liability for damages starting October 1, 2013.

Requires running bamboo planted within 100 feet of abutting property or public right-of-way to be contained by a barrier system or grown in above-ground containers, with a $100 fine for violations and daily penalties for continuing violations.

Exempts running bamboo planted on or before October 1, 2013 from the 100-foot containment requirement.

Mandates retail sellers and installers of running bamboo provide customers with written disclosure about the plant's fast growth potential, a plain language summary of regulations, and containment recommendations, with $100 fines per plant sold in violation.

Authorizes the Department of Energy and Environmental Protection, municipal constables, tree wardens, zoning officers, and wetlands enforcement officers to enforce the containment and disclosure requirements.
