Repeals and replaces Section 15-140c of the general statutes effective October 1, 2013 to establish comprehensive procedures for handling abandoned vessels in Connecticut.

Defines abandonment to include: vessels left unmoored for over 24 hours, vessels left on others' property for over 24 hours (or 90 days for tenant-abandoned vessels), vessels at moorings over 60 days without payment, vessels at commercial facilities over one year without payment, or vessels found during emergencies that hinder access or create safety hazards.

Establishes an online process requiring parties with standing (property owners, harbormasters, police, emergency responders, or marine salvagers) to file a notarized notice of abandonment with the Commissioner of Energy and Environmental Protection for a $20 fee.

Provides a 45-day notice period during which the abandoned vessel owner may retrieve their boat; after expiration, the party with standing becomes the owner and the vessel's registration is cancelled and transferred.

Imposes fines of $300 to $500 for vessel abandonment, with exception for abandonment during declared emergencies, and grants liability immunity to good-faith parties processing abandoned vessels.
