Allows the Commissioner of Social Services to increase rates paid to nursing facilities under the strategic plan when facilities voluntarily reduce licensed bed capacity through temporary reductions or permanent decertification, including voluntary facility closures.

Changes the commissioner's authority from discretionary ("may revise") to mandatory ("shall increase") when nursing facilities meet the specified bed reduction criteria.

Authorizes funding of strategic plan initiatives using federal resources from the Money Follows the Person demonstration project and the State Balancing Incentive Payments Program.

Effective October 1, 2013, amending section 17b-369(d) of the general statutes.

Aims to provide financial incentives for nursing homes to shift long-term care from institutional settings to home or community-based care.
