Adds new subsection (e) to Section 17b-239 allowing emergency room physicians to enroll separately as Medicaid providers and receive direct reimbursement for professional services provided to Medicaid recipients in hospital emergency rooms.

Sets the reimbursement rate for emergency room physicians at the Medicaid rate in effect as of January 1, 2012, for applicable Current Procedural Terminology (CPT) codes developed by the American Medical Association.

Permits the commissioner to adjust CPT code rates to ensure direct reimbursement to emergency room physicians does not result in additional state costs, with no adjustments affecting hospital rates.

Effective July 1, 2013, renumbers existing subsections and clarifies that "reasonable cost" definition applies to hospital reimbursement determinations.
