Authorizes the Commissioner of Social Services to make advance payments to nursing facilities (up to 50% of estimated amount due) when residents' long-term medical assistance applications have been pending over 90 days or payment hasn't been made within 30 days of application approval.

Requires nursing facilities to request advance payments by January 1, 2014, and mandates the commissioner recover the advance by reducing future payments within 30 days of application approval or denial.

Exempts nursing facilities providing uncompensated care to qualifying residents from paying resident day user fees and suspends penalty and interest accrual on delinquent fees.

Extends nursing facility user fee payment deadlines by 45 days for quarterly returns (January, April, July, October deadlines move to mid-February, mid-May, mid-August, and mid-November respectively).

Authorizes reimbursement to nursing facilities for market rate interest costs incurred when borrowing to provide services during periods of delayed Department of Social Services payments for residents with pending long-term care medical assistance applications.
