Council on Medical Assistance Program Oversight shall study obstacles to achieving an adequate health care provider network for Medicaid recipients and submit recommendations by January 1, 2014.

Study must analyze administrative burdens on providers, provider education regarding Medicaid care, and effects of Medicaid reimbursement rates on provider network adequacy.

Recommendations shall address strategies to improve Medicaid provider access, health outcomes across racial and ethnic lines, reduce spending rates, and decrease health disparities.

Council shall submit a report with findings, recommendations, and fiscal analysis to joint standing committees on human services and public health by January 1, 2014.
