Restructures Section 38a-25 to require foreign and alien insurance companies authorized to do business in Connecticut to appoint a person in-state as agent for receipt of legal process.

Designates the Insurance Commissioner as agent for service of process if a company fails to appoint or maintain an agent, the agent cannot be found with reasonable diligence, or the company's certificate of authority is revoked.

Maintains the Insurance Commissioner's role as agent for 15 categories of entities including fraternal benefit societies, risk retention groups, surplus lines insurers, and workers' compensation self-insurance groups.

Specifies that service of process on the commissioner has the same legal force and validity as service on the principal and does not limit other lawful methods of service.

Effective date: October 1, 2013.
