Amends Connecticut General Statutes Section 20-9(a) to establish a legal definition of "surgery" effective October 1, 2013

Defines surgery as structural alteration of the human body by tissue incision for diagnostic or therapeutic treatment using any instrument causing localized alteration or transposition of live human tissue

Explicitly excludes from the definition of surgery: removal of superficial foreign bodies, punctures, injections, dry needling, acupuncture, removal of dead tissue, and scraping or brushing of live tissue accomplished without an incision

Updates gender-specific pronouns in the statute from "he" to "such person" for gender-neutral language
