Defines "counterfeit air bag" as an inflatable occupant restraint system displaying a mark identical or similar to a genuine manufacturer's mark without authorization, and "nonfunctional airbag" as a previously deployed, damaged, or electrically faulty system, or one with counterfeit parts designed to mislead owners.

Prohibits manufacturing, importing, installing, reinstalling, or selling counterfeit or nonfunctional airbags, and prohibits selling or installing devices that cause a vehicle's diagnostic system to falsely indicate a functional airbag is installed.

Elevates violations from class A misdemeanor to class D felony, and classifies violations as unfair or deceptive trade practices with each sale, installation, or offer for sale constituting a separate violation.

Expands air bag fraud statute to explicitly include selling or installing counterfeit or nonfunctional airbags in place of federally compliant airbags with intent to defraud.

Requires municipal police officers to issue written warnings or summonses for motor vehicles parked in disability-reserved spaces, and allows towing and impoundment after a third violation until fines are paid.
