Authorizes the commissioner to appoint licensed motor vehicle dealers to issue new registrations for passenger vehicles, motorcycles, campers, and other vehicle types, with dealers charged $10 per registration form.

Requires motorcycle endorsement applicants without one in the preceding two years to complete a novice motorcycle training course approved by the commissioner before receiving an endorsement.

Allows wreckers with annual towing permits to exceed axle and gross combination vehicle weight limits when towing disabled, accident-involved, or law enforcement-ordered vehicles; towing operations over 160,000 pounds require an additional single-trip permit.

Permits bicyclists intending to make left turns to approach the right-hand curb, cross the intersecting roadway, and complete the turn near the far curb without following standard left-turn procedures, unless prohibited by local regulation.

All provisions effective July 1, 2013.
