Defines "large capacity magazine" as any detachable ammunition feeding device accepting more than 10 rounds, with exceptions for permanently altered devices, .22 caliber tube feeds, and lever-action tubular magazines.

Makes possession of a large capacity magazine a class D felony, effective January 1, 2014.

Provides amnesty for persons who lawfully possessed large capacity magazines before the effective date if they remove the magazine from the state or surrender it to a local police department or Department of Emergency Services and Public Protection by April 1, 2014.

Exempts law enforcement personnel, military members, manufacturers producing for authorized entities or export, licensed dealers, and gunsmiths from the prohibition when acting within their official or business capacity.
