Establishes the Middlesex County Revitalization Commission composed of one representative from each of the fifteen Middlesex County cities and towns (appointed by each city/town chief executive) plus the vice-president of the Middlesex Chamber of Commerce, with a minimum of nine members constituting a quorum.

Authorizes the commission to coordinate economic revitalization efforts, develop recreation facilities, support commercial and retail development in urban areas, assist public service businesses, develop commercial fishing and high-technology industries, and finance health and nonprofit facilities benefiting county citizens.

Grants the commission extensive powers to purchase, lease, construct, improve, sell, mortgage, and finance projects including real and personal property; borrow funds; accept grants and loans from federal, state, and local sources; and employ professional consultants and staff.

Requires the commission to adopt written procedures for budgeting, hiring, acquiring property and services, contracting for professional services, and awarding loans and grants with specific eligibility criteria and application deadlines by July 1, 2013.

Defines seventeen categories of eligible projects including economic development, information technology, recreation, urban revitalization, public service, commercial fishing, health care, nonprofit, and remediation projects that contribute to the county's economic base or provide public benefit.
