Establishes an alternative prequalification program for emerging subcontractors who lack bonding or cannot perform as substantial contractors on public construction projects.

Allows emerging subcontractors to apply to the Department of Administrative Services with a nonrefundable application fee ranging from $600 to $1,500 depending on aggregate work capacity rating.

Requires applications to include all standard prequalification information per section 4a-100 of general statutes, with the option to submit three years of tax returns instead of other financial documentation.

Directs the Commissioner of Administrative Services to determine prequalification based on the application and past performance according to regulations to be adopted before January 1, 2014.

Applies to construction projects for public buildings and public works by the state or municipalities, excluding highway and bridge projects administered by the Department of Transportation.
