Allows construction manager at-risk project delivery contracts to begin work on site preparation, demolition, public utility installation, and building envelope components before the maximum guaranteed price is determined, provided the project is a renovation and these elements have been previously bid and awarded.

Permits phased construction on occupied buildings to have the maximum guaranteed price determined for each phase separately, rather than requiring determination of the entire project's price upfront.

Requires bid notices for construction manager at-risk projects to be posted on the State Contracting Portal instead of being advertised in newspapers.

Authorizes the Commissioner of Construction Services to compile consultant lists for limited purposes (programs involving multiple projects under a single user agency) without following standard competitive selection procedures in sections 4b-56 and 4b-57.

Allows the Commissioner of Construction Services to purchase prefabricated and preengineered buildings from federal government contractors without standard competitive bidding, with a requirement to obtain competitive proposals from at least three such contractors when possible.
