• Authorizes individuals to petition courts or the Board of Pardons and Paroles for relief from collateral sanctions through orders of limited relief or certificates of restoration of rights, with exceptions for sex offender registration, motor vehicle license suspensions, and certain employment prohibitions.

• Requires individualized assessment by decision-makers considering offense facts and circumstances, and allows victims to participate in proceedings regarding issuance, modification, or revocation of relief orders.
