Repeals and replaces Section 19a-639 of the general statutes effective July 1, 2013, establishing new guidelines for certificate of need application deliberations by the office.

Requires the office to consider and make written findings on nine specific factors including consistency with Department of Public Health policies, alignment with the state-wide health care facilities and services plan, and demonstration of public need.

Mandates applicants demonstrate financial feasibility, improved quality and cost effectiveness of health care delivery, and that the proposed project does not duplicate existing or approved services.

Adds a new requirement that applicants demonstrate the proposed project is consistent with the overall goals of federal health care reform.

Allows the office to revise or supplement the guidelines and principles through regulation as deemed necessary.
