Establishes regulatory requirements for medical spa facilities, defined as establishments performing cosmetic medical procedures including liposuction, laser procedures, intense pulsed light, and injection of cosmetic filling agents and neurotoxins.

Requires each medical spa facility to employ or contract with a physician licensed in Connecticut who is actively practicing, maintains hospital privileges or has relevant education/training, and serves as the facility's medical director.

Mandates that the medical director or another qualifying physician employed by the facility perform an initial physical assessment of each patient before any cosmetic medical procedure is performed.

Specifies that cosmetic medical procedures must be performed by a licensed physician, physician assistant, advanced practice registered nurse, or registered nurse, with non-physician procedures performed under physician supervision and control.

Requires medical spa facilities to display the medical director's name and specialty in a conspicuous location accessible to customers and in any advertisements for the facility's services.
