Establishes a School Nurse Advisory Council under the Commissioner of Education, effective July 1, 2013, with members representing state bargaining organizations, school nurses, nursing associations, school administrators, and medical advisors.

School Nurse Advisory Council shall advise on professional development, staffing levels, health care service delivery, emergency medication protocols, and evaluation of temporary medical conditions, with annual reports to education and public health committees beginning February 1, 2014.

Creates an advisory council on pediatric autoimmune neuropsychiatric disorder associated with streptococcal infections (PANDAS) and pediatric acute neuropsychiatric syndrome under the Commissioner of Public Health, effective from passage, comprising 14 appointed members including immunologists, psychiatrists, pediatricians, researchers, and parents.

PANDAS advisory council shall report annually to the joint standing committee on public health beginning January 1, 2014, with recommendations on diagnosis and treatment guidelines, physician education, parent and educator outreach, and development of a volunteer expert network.

Members of both councils receive no compensation except expense reimbursement, with first meetings required by September 1, 2013, and majority votes required for official actions.
