Abolishes the Gaming Policy Board and transfers all its functions, powers, and duties to the Department of Consumer Protection, effective July 1, 2013.

Removes Gaming Policy Board members from financial disclosure requirements and ethics restrictions previously applicable to state officials.

Consolidates gaming regulation authority under the Commissioner of Consumer Protection, eliminating the board's advisory and approval role in licensing, regulations, and gaming operations decisions.

Repeals sections 12-557c, 12-557d, 12-557e, and 12-558 of the general statutes that established and governed the Gaming Policy Board.

Updates numerous statutes related to gambling, lottery, bingo, raffles, and off-track betting to reflect that the Department of Consumer Protection (not the board) now holds regulatory authority.
