Establishes the Enhanced 9-1-1 Telecommunications Fund to collect moneys from federal funds, local telephone service fees, commercial mobile radio service fees, and prepaid wireless E 9-1-1 fees, effective July 1, 2013.

Defines terminology for prepaid wireless E 9-1-1 services including "consumer," "prepaid wireless E 9-1-1 fee," "prepaid wireless telecommunications service," "provider," "seller," and "voice over Internet protocol service," effective July 1, 2013.

Replaces references to "Department of Public Safety" with "Department of Emergency Services and Public Protection" and "Commissioner of Public Safety" with "Commissioner of Emergency Services and Public Protection" throughout Connecticut General Statutes, effective July 1, 2013.

Updates licensing fees for explosives handling: increases initial license fee from $200 to $200 (unchanged) and renewal fee from $150 to $150 (unchanged), and clarifies that use licenses require individual technical qualification for detonation, effective July 1, 2013.

Modifies terminology in sections governing the State Police Bureau of Identification and burn injury reporting requirements, including changing "regulation made" to "regulation adopted" and updating references to the Office of the State Fire Marshal, effective July 1, 2013.
