Employer liability for hospital services changes effective July 1, 2013: employers must pay actual hospital costs plus any additional costs negotiated with providers, replacing the prior standard of actual costs alone.

Employers remain liable for hospital service costs at the per capita rate determined by the Comptroller for state humane institutions.

Hospital billed charges are explicitly excluded from consideration when determining employer liability for hospital services.

Dispute filing deadlines for hospital service liability are shortened to 12 months after treatment for services rendered on or after July 1, 2013, compared to 18 months for services rendered before that date.

Maintains existing requirements that employers provide physicians, surgeons, medical and surgical aid, hospital and nursing services, medical rehabilitation, and prescription drugs deemed reasonable or necessary for injured employees.
