Establishes a task force to identify best practices concerning Medicaid cost savings, effective upon passage.

Task force composition includes 13 members: representatives from Connecticut Hospital Association, physicians treating Medicaid patients, for-profit and not-for-profit nursing homes, home health care industry, a Medicaid recipient, legislative leadership appointees, the Commissioner of Social Services, two gubernatorial appointees, and joint standing committee leadership.

Task force members shall be appointed within 30 days of the effective date, with the first meeting scheduled within 60 days, and chaired by members selected by the House Speaker and Senate President Pro Tempore.

Task force may raise funds, accept grants and contributions, hire consultants, and contract with health care consultants to review successful Medicaid savings efforts nationwide, with priority given to funding available under the Affordable Care Act.

Task force must submit findings and recommendations to relevant legislative committees by January 1, 2014, and shall terminate upon submission of the report or January 1, 2014, whichever is later.
