Establishes a pilot program by July 1, 2014 to provide integrated emotional and behavioral health services for up to 500 youth in Hartford and New Haven counties.

Requires the Commissioner of Mental Health and Addiction Services to form a working group by October 1, 2013 including mental health professionals, youth clients, parents, and scholars to study existing services, service gaps, best practices, and funding sources.

Includes teen drop-in centers for counseling and services, application criteria prioritizing neediest youth on first-come, first-served basis, participant progress tracking, and centralized information and referral services online and at centers.

Requires a progress report by July 1, 2015 to the joint standing committees on children, public health, and human services with recommendations for statewide expansion and improvement.

Takes effect July 1, 2013.
