Commissioner of Social Services shall conduct a fiscal analysis of establishing a Community First Choice Option under the Medicaid state plan, comparing benefits and costs of providing home and community-based services to eligible individuals who would otherwise require institutional care.

Fiscal analysis must examine actual state expenditures on existing home and community-based Medicaid waiver programs, waiting list numbers, qualifying services, administrative costs, and potential state savings under the new option.

Commissioner must submit fiscal analysis report to the joint standing committees on human services and appropriations no later than January 1, 2014.

If the analysis determines that savings exceed costs, the Commissioner shall seek a Medicaid state plan amendment no later than February 1, 2014, to implement the Community First Choice Option.

Community First Choice Option is a federal Medicaid program under the Affordable Care Act offering enhanced federal reimbursement for home and community-based services to eligible low-income individuals.
