Establishes a task force to study the numbers, frequencies, and outcomes of adverse determinations by health carriers when treating mental disorders that were deemed medically necessary by a health care professional

Task force comprises 8 members: two each appointed by the House Speaker and Senate President Pro Tempore, one each appointed by House and Senate majority leaders, one each appointed by House and Senate minority leaders, and the Insurance Commissioner and Healthcare Advocate (or designees)

Requires all appointments within 30 days of the bill's effective date, with the House Speaker and Senate President Pro Tempore selecting co-chairs who must schedule the first meeting within 60 days

Task force receives administrative support from the joint standing committee staff with cognizance over insurance matters

Task force must submit findings and recommendations to the insurance joint standing committee no later than January 1, 2014, and terminates upon report submission or January 1, 2014, whichever is later
