Revises definitions and possession rules for large capacity magazines (over 10 rounds), establishing April 4, 2013 as the cutoff date for lawful pre-existing possession and requiring declaration to the Department of Emergency Services and Public Protection by January 1, 2014

Expands the definition of assault weapons to include additional semiautomatic firearms meeting specific criteria, such as those with detachable magazines, folding stocks, pistol grips, or the ability to accept more than ten rounds

Creates exemptions for law enforcement, military, government agencies, nuclear facility security personnel, licensed firearms manufacturers and dealers, and establishes procedures for transferring or servicing lawfully possessed assault weapons

Requires long gun eligibility certificates and background checks for all long gun purchases beginning April 1, 2014, with authorization from the Commissioner of Emergency Services and Public Protection before sale or transfer

Adds provisions allowing persons with federal firearms disabilities to petition probate courts for relief, and creates procedures for threat assessment teams at higher education institutions to identify at-risk individuals and potential campus safety threats
