Establishes the State Education Resource Center as subject to competitive bidding requirements under section 4a-57 and audit by the Auditors of Public Accounts under section 2-90

Designates the State Education Resource Center as a public agency under chapter 14 and a state agency under chapter 55a for purposes of open records and freedom of information laws

Requires the Commissioner of Education to submit an annual report by January 15th listing all contracts awarded to private vendors and regional service centers, sources of private funding received, and employee compensation amounts

Mandates the Commissioner of Education submit a transition plan by January 15, 2014, analyzing options for converting the State Education Resource Center to quasi-public agency, state agency, or nonprofit status, with analysis of impacts on programs, personnel, benefits, and relationships

Requires submission of revised transition plan by March 1, 2014, with the commissioner's preferred option and any recommended legislation needed for implementation
