Requires each local and regional board of education to adopt and implement a teacher evaluation and support program by September 1, 2013, developed through mutual agreement with professional development and evaluation committees, consistent with State Board of Education guidelines.

Establishes four performance evaluation designators (Exemplary, Proficient, Developing, Below Standard) and requires evaluations to include multiple indicators of student academic growth, with improvement and remediation plans for developing or below standard teachers.

Mandates superintendent reports on teacher evaluation status to local boards by June 1 annually and to the Commissioner of Education by June 30 annually, including evaluation frequencies, aggregate ratings, and number of unevaluated teachers.

Requires reading instruction training and certification for teachers with early childhood through grade three or elementary endorsements, and establishes an intensive reading instruction program for selected elementary schools to improve student literacy in kindergarten through grade three.

Allows local boards to phase in full implementation of teacher evaluation programs during school years 2013-2014 and 2014-2015, with Commissioner authority to waive requirements for boards that have already developed compliant programs.
