Removes sections 1-10 and 1-11 from the list of violations requiring municipalities to establish payment and hearing procedures for infractions with penalties between $90-$250.

Changes bazaar and raffle adoption votes from requiring a special meeting within 21 days to requiring a vote at the next regular municipal meeting.

Extends the deadline for towns to submit property transfer data to the Secretary of the Office of Policy and Management from monthly to quarterly submissions, with a 60-day extension for October-January transfers.

Eliminates restrictions preventing individuals from claiming multiple property tax exemptions under sections 12-81 and 12-82, while allowing surviving spouses of veterans to receive both surviving spouse and veteran exemptions.

Repeals nine sections of general statutes related to junk dealer licensing, itinerant vendor regulations, fire marshal fee arrangements, and health director appointment filing requirements, effective October 1, 2013.
