Secretary of State must conduct at least 8 certification sessions annually for election moderators and alternate moderators, with at least one session prior to every primary election

Persons must successfully complete an instructional session and examination administered by the Secretary to become certified as moderators or alternate moderators

Secretary shall not certify anyone convicted of or pleading guilty/nolo contendere to felonies involving fraud, forgery, larceny, embezzlement, bribery, or any criminal offense under election law

Certifications issued on or after October 1, 2011 are effective for two years from the date of certification

Only persons certified at Secretary-conducted sessions may serve as moderators on election or primary day, except as otherwise provided by statute
