Requires depositing revenues from chapter 208 taxes into the Citizens' Election Fund if the fund balance falls below the amount needed to provide grants to all qualified candidate committees during an election cycle.

Mandates the State Elections Enforcement Commission issue an annual report by June 1st detailing fund deposits, sources, expenditures, recipients, and administration costs.

Eliminates the commission's authority to reduce candidate payments to a percentage of obligations when fund insufficiency is determined and removes the mechanism allowing candidates to resume unrestricted fundraising after receiving reduced payments.

Requires the commission to establish a reserve account funded with the first $25,000 deposited annually, available only during the seven days before primaries or elections if the fund is insufficient.

Effective from passage and applicable to elections held on or after the enactment date.
