Prohibits state contractors, prospective state contractors, and their principals from making or soliciting contributions to state-level political committees and party committees, effective January 1, 2014.

Creates an exception allowing individual state contractors and their principals to contribute to town committees in their town of residence, up to the standard individual contribution limit.

Defines "state contractor" as entities with contracts valued at $50,000 or more (or $100,000+ annually in combined contracts) with the state, state agencies, or quasi-public agencies for services, goods, construction, or other specified purposes.

Establishes penalties including contract voidance for state contractors and contract denial for prospective state contractors who violate contribution prohibitions, unless the State Elections Enforcement Commission finds mitigating circumstances.

Requires state agencies and quasi-public agencies to distribute written notices to contractors and prospective contractors informing them of contribution prohibitions and penalties.
