Applicants seeking more than $5 million in financial assistance from the Department of Economic and Community Development or Connecticut Innovations, Incorporated must commit to contracting with Connecticut businesses for construction-related portions of economic development projects.

Recipients of such financial assistance must file annual local construction hiring reports with the Labor Department and Department of Economic and Community Development within 12 months of construction start and yearly thereafter until project completion.

Reports must include descriptions of efforts to contract with Connecticut businesses, efforts to encourage hiring of Connecticut residents, contractor names, number of Connecticut residents employed, workforce composition percentages, and average wages and benefits paid.

The Department of Economic and Community Development and Labor Department must submit an annual summary report to the Governor and General Assembly by February 1st detailing Connecticut resident employment numbers, wage data, and policy suggestions for encouraging Connecticut hiring.

The act takes effect October 1, 2013.
