Effective October 1, 2013, prohibits construction, installation, operation or use of outdoor wood-burning furnaces unless the chimney is located at least 200 feet from the nearest unserved residence and meets specified height requirements relative to nearby roof peaks (maximum 55 feet).

Requires outdoor wood-burning furnaces to burn only "clean wood" (untreated wood without paint, stain, fire retardant, pesticide, or chemical treatment, including authorized wood pellets) and to operate according to manufacturer's instructions.

Exempts outdoor wood-burning furnaces installed prior to July 8, 2005, from the distance and height requirements if owners provide evidence of prior installation to the Commissioner of Energy and Environmental Protection.

Mandates that all new outdoor wood-burning furnaces sold or offered for sale comply with the United States Environmental Protection Agency's Voluntary Phase 2 Standards effective October 1, 2013.

Authorizes the Commissioner of Energy and Environmental Protection, Commissioner of Public Health, or local health directors to order removal or discontinuation of non-compliant furnaces; establishes fines up to $90 per violation with each day of operation constituting a separate violation.
