Commissioners of Mental Health and Addiction Services, Children and Families, and Social Services shall establish a regional behavioral health consultation and care coordination program for primary care providers serving children.

Program shall provide primary care providers with timely access to a consultation team including a child psychiatrist, social worker, and care coordinator.

Program shall offer patient care coordination, transitional behavioral health services, and training on patient access to behavioral health services.

Commissioners must jointly submit an implementation plan to relevant General Assembly committees by October 1, 2013, including a timeline for program launch.

Commissioner of Children and Families may adopt regulations to implement the program provisions.
