Expands the school-based health center advisory committee from 5 to 14 members, adding representatives from family advocates, school nurses, various health center sponsors, and the Connecticut Chapter of the American Academy of Pediatrics, effective October 1, 2013.

Changes the committee's purpose from assisting the Commissioner of Public Health to advising on statutory and regulatory changes and establishing minimum standards for school-based health center services.

Transfers administrative support responsibility for the committee from the Connecticut Association of School-Based Health Centers to the Department of Public Health.

Requires the Commissioner of Public Health to study behavioral health services provided by school-based health centers in consultation with the Commissioner of Children and Families and the advisory committee, contingent on securing private or federal funding.

Mandates a report to the General Assembly by February 1, 2014, including recommendations for behavioral health service standards, oversight mechanisms, cost estimates, current service descriptions, and strategies to maximize insurance and Medicaid reimbursement.
