Expands the definition of "Class I renewable energy source" to include additional technologies such as geothermal power, anaerobic digestion, biogas, ocean thermal power, wave and tidal power, and increases the capacity limit for run-of-the-river hydropower from five megawatts to thirty megawatts.

Prevents renewable energy credits from sources located outside Connecticut from being counted toward Connecticut's renewable portfolio standards if those credits are also claimed by other states or provinces, effective January 1, 2014.

Authorizes the Commissioner of Energy and Environmental Protection to solicit and procure power purchase agreements from Class I renewable energy sources and large-scale hydropower facilities constructed after January 1, 2013, to meet up to four to five percent of the state's electric load for terms up to twenty years.

Requires the Commissioner to establish a schedule by January 1, 2014 to gradually reduce renewable energy credit values for biomass and landfill methane gas facilities, with exemptions for facilities with existing power purchase agreements.

Changes renewable portfolio standard compliance proceedings from contested cases to uncontested proceedings and redirects alternative compliance payments to offset the costs of new renewable energy contracts rather than funding the Clean Energy Fund.
