Establishes a class C felony charge with a mandatory minimum two-year prison sentence for possessing an assault weapon assembled from parts including a serial number from a lawfully possessed pre-1994 assault weapon, if the rebuilt weapon does not match the original description on file.

Requires knowledge or reasonable knowledge that a certificate of possession was issued for the original serial number used in the rebuilt assault weapon.

Maintains existing class D felony penalties for general assault weapon possession, with class A misdemeanor penalty for first-time offenders who can prove lawful possession prior to October 1, 1993.

Removes the word "rapidly" from definitions of parts designed to convert firearms into assault weapons or combinations of parts that may be assembled into assault weapons.

Effective date of October 1, 2013 for all amendments to sections 53-202c and 53-202a of the general statutes.
